Neil Paul

Biography

Neil C.A. Paul is a former Director of the Shridath Ramphal Centre for International Trade Law, Policy and Services (SRC). He has been employed with The University of the West Indies, Cave Hill Campius since October 2006. He possesses considerable experience from the grassroots to policy-making levels in the fields of communication and development applied in the disciplines of trade policy, agriculture and the environment.

Neil has received formal training in trade policy primarily on multilateral and regional trade issues for the Caribbean focusing on the World Trade Organization’s Doha Development Agenda and the now defunct Free Trade Area of the Americas (FTAA).

He holds an MPhil in Agriculture specializing in Extension Communications from the University of the West Indies, St. Augustine, Trinidad.

He also holds a Bachelor’s degree in Agricultural Communications from the University of Illinois at Urbana.Champaign (UIUC), USA; a Diploma in Mass Communications from the Caribbean Institute of Mass communications (CARIMAC) at UWI, Mona, Jamaica; and a Diploma in Tropical Agriculture from the Eastern Caribbean Institute of Agriculture and Forestry (ECIAF) in Centeno Trinidad and Tobago.

Neil was employed with the Caribbean Export Development Agency (Carib Export) for over three years as Trade Policy Advisor, responsible for Trade policy and services. He has also worked with the Organization of Eastern Caribbean States (OECS) Secretariat in the then Natural Resources Management Unit and with The Caribbean Regional Environmental Project.

He also spent close to 15 years employed in the St. Lucia Ministry of Agriculture. In his spare time, Neil is an avid painter.
